The Exodus Charter
Signed aboard the flagship ark Long Promise the night before the Crossing, the Charter is the founding law of everyone in the cluster. Its Rolls name every soul who crossed, and every licensed pilot since.
Overview
Its Free Hull clause lets any licensed pilot fly anywhere, answer any beacon and carry any lawful cargo. The powers have argued about that clause for three centuries. None has dared repeal it. Its Homestead clause is why a pilot who founds a colony holds it.
