The Hollow Crown
Pirate clans of the fringe, made of everyone the Charter left out: settlers off the Rolls, exiles, deserters. For two centuries their crown passed from captain to captain and nobody kept it long, which is why they called it hollow.
Overview
Then a captain took it and kept it. They call him the Hollow King.
